• We can now spend more on Track 2 policies, which involve what economists call “social engineering”; they need constant experimentation and a lack of ideological blinkers to succeed.

His track 2 is "directly spending the revenues generated by the enhanced growth, on health and education of the poor and on employment generating transfers to them".
